There are democracies but there is no democracy.
Like animals in a cage citizens of democratic countries (or unions such as the EU) are free to move within the confines of their borders. Within their borders they have liberty, equality and fraternity under the laws of their land. When they leave their own country or union however and go to another "democratic country" they are no longer equal and do not belong to that fraternity.

For hundreds of years Secret Ballots have been held to determine the free choice of people. In 1872 the Ballot Box was invented and is used today all over the world at election time to choose leaders. The ballot box has become the Bulwark, the Bastion, of Democracy. While it has worked well for over a century, it is inadequate in the 21st century to support democracy. In Burma, Egypt, Indonesia, Tunisia and many other parts of the world people are taking to the streets to vote with their feet.

The Old World Order is crumbling. Tunisians, Egyptians, Yemenis and other Arabs are on the streets shaking themselves off of their western backed leaders. Elsewhere in the world countries once caught in the polarization of the Cold War are now free, spreading their wings. The Economic and Political influence of China, India and Brazil are waxing while those of the United States and the West are Waning. A new World Order is on its way.

World Order has changed often from the time clans hunted and foraged for food and clothing to the present. Early man was nomadic. Clans clashed with each other when hunting the same game or foraging the same part of the forest. This was the first human World Order.

Democracy has become a mantra used to associate itself with "Liberty, Equality and Fraternity". It has become an instrument for some democratic governments (not necessarily their people), seeking to protect and expand their own national interests, to get on the democracy bandwagon and invade countries such as Afghanistan and Iraq with the intent to replace regimes such as Saddam Hussein and the Taliban with democracies. That Democracy automatically brings Liberty, Equality and Fraternity to all is a myth.
