Democracy is a political system "Of the People, by the People and for the People". But, does Democracy deliver "Liberty, Equality and Fraternity " to all its constituents?
Is it more important to have the right to cast a ballot to elect ones government or is it more important to have liberty, equality and fraternity? From the view of its citizens does democratic Zimbabwe have a better government than communist China? Just yesterday Chinese Premier Wen Jiabao announced his intention to reverse the increasing disparity between the rich and poor in China, something no democratic leader has pronounced.
What will it take to bring Liberty, Equality and Fraternity to all people of earth?
It will take people of different and sometimes opposing beliefs and values working in harmony with each other. It will require freedom of every person on earth to believe and practice their own religion and culture, protected from attack or subjugation by other beliefs and values, while at the same time working together on common global matters.
This collaboration between often opposing groups can only be achieved by separating and protecting partisan beliefs and values from each other at a micro level of government while promoting exchange of altruistic beliefs at a macro level. In fact the several layers of government should have diminishing partisanship and increasing altruism from bottom to top.
At the micro level: This may require changing the political topography of nations, creating provinces to accommodate partisanship. For example in Afghanistan and Pakistan it may require formation of a new province for the Taliban to freely practice their beliefs and culture within their land.
To avoid people from such provinces apposed to its partisan agenda being trapped, all people should be free to leave any province and resettle within any other part of the world within or outside their nation where they fit and can contribute to their own and global development.
At the macro level: At the macro level we do not have cohesive World Government. This creates a vacuum which the UN, ICC and other organizations unsuccessfully try to fill. In this vacuum rich powerful countries form associations such as the G7, G8, G20, G77 + China bartering with each other to the advantage of these countries and at the expense of poorer, less powerful nations. If we are to have Liberty, Equality and Fraternity for all mankind we will need a new upper layer of government. A World Government elected directly by all people of Earth. A world government with its own legislature, executive and judiciary. A government whose jurisdiction includes global economy, the environment, etc. and whose jurisdiction excludes religion, culture and even the type of national government people want for themselves. A government that is truly "Of all people of the world, by all people of the world and for all people of the world" whose primary mandate is to bring liberty, equality and fraternity to all people of the world.
