While this same solution may apply to other nations it is not a silver bullet. The principle of fair and equitable representation for all citizens in all four pillars of government is fundamental to all democracies though the methods of achieving that may differ. For example the solution for Afghanistan and Pakistan will differ from the solution for Zimbabwe.
